The discussions around a Blacktown association go back to around 1972, the hope was to have an association wholly within the Blacktown Council area. Several steering committee meeting were held in February of 1977 and work was undertaken throughout 1977 and 1978, leading up to the first season kicking off on the 12th and 13th of April 1979. A total of 18 clubs and 3167 players took part in that first season. The Associations crest features the colours of the associations from which the majority of the original 18 clubs came, Granville and Nepean. By 1982 the Association included a total of 30 clubs and 5769 players.

The BDSFA has been based at a number of different locations since it began in 1978. Blacktown City, Francis Park and Woodcroft Oval all were temporary homes up until 2012 when Blacktown Football Park became the home of the BDSFA, and Blacktown Spartans.
